ADCs deprived of powers

B Vengnuom, the spokesperson of the executive member of Churachandpur ADC H Mangchinkhup, has stated that inspite of numerous reminders sent to the state government seeking clarification on the exact meaning of 'local adjustments and amendment' inserted in the sixth schedule provision, the latter has failed to give any clear reply to the Union government.
Speaking at a press meet at District Council Office today, he insisted that the objective of creating confusion was the main reason why the Manipur government inserted the irrelevant term.
He stated that the ADC members wholeheartedly appreciated the overwhelming victory by the Bharatiya Janata Party at the last Lok Sabha elections and expressed hope that the NDA government will fulfill the extension of the sixth schedule provision of the Indian Constitution in Manipur.
He informed that the ADC members in its sitting on June 26, 2013, had resolved to place a demand for extension for sixth schedule provision of the Indian Constitution to hill areas of Manipur in place of the existing six Autonomous District Councils, and the six ADC chairmans of hill districts - Langkhanpau Guite Chairman ADC Churachandpur, Haukholal Hangshing Chairman ADC Sadar Hills, Lunkhosei Zou Chairman, ADC Chandel, John Raleng Chairman, ADC Ukhrul, Humaliabou Chairman ADC Tamenglong, and RS Henry Chairman, ADC Senapati, were signatories in a memorandum submitted to Prime Minister Narender Modi.
He further said due to non devolution of powers and functions under the North East Reorganization Act 1977, a parliamentary Act called the Manipur ( Hill Areas ) District Council Act 1971 was passed giving renewed hope under the Manipur ( Hill Areas) District Council, third Amendment Act 2008.There is utter dismay as even after the members completed four years, we see there is no change and are denied powers bestowed under the said Act, he added.
