JTSA opposes move to survey NSU site

On getting report that ministers and officials will visit and survey National Sports University (NSU) site on Monday, Joint Tribe Students' Association (JTSA) has said that it will not accept the scheduled survey for failure to inform the rightful owner of the land (Konsakhul village).
While appealing to all concerned to bring an amicable solution within two weeks' time on the NSU land issue, JTSA warned that the department concerned shall face the consequences in case of any unwanted incident.
According to a JTSA statement issued by its secretary Masnabou Thiumai, several rounds of talks, MoU and agreement signed between the Government of Manipur and Konsakhul villagers have agreed that the present land of National Sports University (NSU) belongs to Konsakhul village.
But instead of bringing an amicable solution to the baseless claim made by some neighbouring villages, the land belonging to Konsakhul had been encroached upon and occupied without consulting the rightful land owner, Masnabou Thiumai said and condemned the government's action.
The JTSA statement further said that the first round of talk was held on January 31, 2021 in the presence of chief minister and talk concluded with agreement to request the union sports minister to change the name of NSU as NSU Konsakhul.
The second round of talk was held on February 25, 2021 at the secretariat conference hall with minister Letpao Haokip in the chair.
The meeting which was also attended by leaders from Koutruk, Chirang, Leilon Vaiphei, Haraothel, Kuki Inpi, KSO with Konsakhul Area Joint Action Committee re-confirmed that land of the present NSU belongs to Konsakhul and it was agreed in-principle to name NSU as NSU Konsakhul.
The third and fourth round of talks were held respectively at the residence of minister Letpao Haokip and at his secretariat office wherein it was agreed to name the nomenclature of the NSU as NSU Konsakhul after all stakeholders Came to the understand ing that the land belongs to Konsakhul with clear understanding and proof.
However, no satisfactory action has been initiated so far for settling the issue, despite all the understandings reached and the MoU signed.
Rather, the department concerned has been giving step motherly treatment to the whole hearted efforts made by Konsakhul villagers for early solution, the JTSA statement said, adding that it will not accept the scheduled survey at NSU site at any cost.
JTSA maintained that Konsaram (Konsakhul) village has been in existence since time immemorial and was recognised by the British administration under village No 147, Sl No 140 of the Sadar circle No 1 (West Area) listed under the schedule of the Manipur State Hill Peoples (Adm) Regulation, 1947 .
The village is inhabited by Liangmai Naga tribe, who are recognised under the Constitution of India.
