Passing of 3 Bills is Constitutional blunder: ATSUM Committee

Co-ordinating Committee All Tribal Students' Union Manipur (ATSUM) on Wednesday said Manipur Legislative Assembly has committed a grave Constitutional blunder "intentionally" by introducing and passing three Bills as it did not follow the mandatory rules of procedures and conduct of Business under section 4 Clause 1 and 2 which read as (1) `All Scheduled matters in so far as they relate to the Hill Areas shall be with the purview of the Hills Areas Committee (HAC) .
Protection of Manipur People Bill is a Money Bill which is untenable as per law and absolutely misleads the people because Money Bill related to imposition of taxes and expenditures likely to involve transaction affecting the consolidated fund of the Union or State.
According to the information and publicity wing, co-ordinating committee, ATSUM, the spirit of the Bill has its social security objectives and hence the bill fails to fulfill the criteria of a Money Bill.
The Protection of Manipur People Bill, 2015 contains highly objectionable clauses which are clinically designed to deprive the tribal of their rights and traditional lands.
Section 2 of the bill read, "It shall extend to the whole of Manipur" which means the entire geographical area including that of the hill areas, it said.
