Imphal, February 28 2014 :
Tangkhul Katamnao Saklong (TKS) and Tangkhul Shanao Long (TSL) have strongly condemned alleged failure of the State Government to implement the newly upgraded primary school building construction in hill districts; and the delay in initiating fitting punishment against officers involved in unlawful practices.
Issuing a joint statement in this regard, TKS President YS Yangmi Khapai and TSL President SC Ringluiwon pointed out that SMDCs were formed in every EGS centre following the instruction of the state authority and have been functional to till date.
But when EGS centres were upgraded to primary schools, the state authority issued new orders to form adhoc SMDC to execute the construction work of new primary school buildings.
As per the orders of the state authority, the adhoc SMDCs were supposed to be comprised of chairman (Deputy/Asst.
Inspector of Schools concerned), member secretary (District Programme Manager, SSA concerned) 10 members from parents/guardians of students, one elected member from local authority and one educationist.
However, in Ukhrul, adhoc SMDCs were constituted without the knowledge and approval of parents and local authorities concerned and funds were withdrawn under fake SMDC account resultant in impediment of work implementation, depriving poor children of proper school infrastructures which is violation of fundamental rights, the joint statement said, while recalling that misappropriation of fund for construction of 10 newly upgraded primary schools falling under 44-Ukhrul (ST) A/C was widely published in the leading media urging the state govt.for immediate execution of work and disciplinary action against the officers involved in siphoning off public fund.
Formation of adhoc SMDCs is but to serve the selfish end of corrupted politicians and term the act of siphoning public fund through back door as "robbery".
But regrettably, no positive action has been initiated from the part of the state govt, the joint statement lamented.
Furthermore, the Tangkhul bodies condemned the state govt.for its failure to meet their demands and reaffirmed to continue to remain relentless efforts in pursuance of their demands and made it clear that the state govt.Should be held responsible for any untoward consequences.
