Base year for ILPS should be 1951, insists JCILPS

Joint Committee on Inner Line Permit System (JCILPS) convenor BK Moirangcha has announced that the Committee will be conducting a drive from November 17 onwards against non-Manipuris not possessing ILP passes including those whose validity have expired but are continuing to stay in Manipur.
Addressing a press meet held at JCILPS office in Keishampat Sega Road on Sunday, BK Moirangcha demanded the authority concerned to immediately conduct a check for non-Manipuris without ILP passes and those who have not renewed the passes and staying in Manipur.
JCILPS is aware of the presence of many such non-Manipuris.
As such, the Committee will be conducting a drive from November 17 onwards, he informed, while adding that anyone found without the passes will be handed over to the authorities concerned.
The convenor then urged the state government to formulate the RR for effective implementation of ILPS before the Election Code of Conduct takes effect.
The base year for ILPS should be 1951, he added.
BK Moirangcha also observed that the state population commission has not be set up, while adding that the government is yet to decide which communities are indigenous to the state.
In addition, the government has been relaxed in terms of issuing ILP passes or identifying those whose passes have expired, and removing the wrongful inclusion of outsiders in the electoral list of the state.
Meanwhile, the convenor strongly condemned the government's decision to remove the ILP checkpost from Moreh and Behiang.
He further demanded the removal of outsiders, who arrived in the state after 1951, from the electoral list by November 30.On the other hand, the previous letterheads and receipt books of JCILPS have been replaced by new ones and as such, the old ones will no longer be in use, he conveyed.
