Imphal, April 11 2012:
The Gauhati High Court has granted permission for offering floral tributes at the Martyrs' Memorial complex located atop Cheiraoching on April 13 .
The memorial complex has been constructed in memory of nine persons who were killed in an encounter with security personnel on April 13, 1982 at Kodompokpi.
Addressing a press conference at Manipur Press Club here today, Advocate N Surendrajit produced the order of the Court which grant permission to families and friends of the departed souls to offer floral tributes at the Cheiraoching Martyrs' Complex on April 13 .
The copies of the order of the High Court have also been reportedly forwarded to Principal Secretary (Home), District Magistrate, Imphal West; Imphjal West SP; OC of Imphal Police Station and Lamphel Police Station.
Surendrajit recalled that offering of floral tributes to the departed souls at the Cheiraoching Martyrs' complex started since 1990.But the government prohibited the people of the state from offering floral tributes at the memorial complex.
Consequently, five family members of the departed souls filed a case in Gauhati High Court in 2001 challenging the government order.
In the same year, the High Court gave an order allowing the people of the state to pay floral tributes.
Surendrajit further recalled that following public complaints over harassment by security personnel while coming to the Cheiraoching memorial complex for offering floral tributes every year, a Single Bench of the High Court had also discussed the issue minutely.
