HC takes up contempt case

Imphal, November 07 2019:
The High Court of Manipur has taken
up a contempt proceeding
against one Tongbram
Bimolchand for making
derogatory remarks during a
media discussion programme
against an order passed by the
Court on October 18
quashing the Manipur Civil
Services Combined
Competitive Examination
(MCSCCE) 2016 conducted
by Manipur Public Service
Commission (MPSC).
It may be mentioned that
during the said discussion
programme, titled Agenda
Manipur which was aired in
one of the local electronic
medium on November 3,
some MPSC aspirants had
expressed disappointment
over the inaction of the Government
on the case.
In the programme,
Tongbram Bimolchand attended
as one of the
panellists (himself being one
of the selected candidates)
along with the spokespersons
of the group of aspirant
candidates and an Associate
Professor of Manipur University.
Taking note of the derogatory
remarks made by
Bimolchand during the said
programme, the High Court
registered a Cril contempt
case number against him and
listed the matter for hearing tomorrow before a Division Bench of the High
Court, comprising of Justice Lanusungkum Jamir and Justice Kh
Nobin.
It may also be mentioned that the judgement passed by a
Division Bench (comprising of Justice Lanusungkum Jamir
and Justice Kh Nobin) on October 18 quashed and set aside
the orders which were issued by the Deputy Secretary, Department
of Personnel, on June 22, 2017 and June 26, 2017,
as well as an order issued by the Deputy Secretary (Revenue)
on June 23, 2017 .
The order also directed the CBI, New Delhi, to investigate
the conduct of MPSC 2016 main examination within a period
of three months.
