Cabinet approves appointment of sportspersons

The state cabinet in its meeting held at the Chief Minister's Secretariat on Saturday has discussed 55 agendas out of 57 enlisted and decided to reward Rs 1 crore to Tokyo Olympics gold medallist Neeraj Chopra.
The state cabinet expressed gratitude to Central Government for promptly deputing a Multi-Disciplinary Expert Team on Covid-19 in the state in response to request made.
The cabinet also approved appointment of Saikhom Mirabal Chanu as additional superintendent of police (Sports), Pukhrambam Sushila Chanu as sub inspector (Sports) in Manipur Police Department by direct recruitment and appointment of Shamjetsabam Sarjubala Devi as inspector of police (Sports) in Manipur Police Department by absorption; recruitment of seven JE and Grade III & IV posts for MPHC; authorisation of DSPs and inspectors of police attached to/posted at the Director of Inquiry, Manipur Lokayukta for investigation of offences under the Prevention of Corruption Act, 1988; service extension of MPHC Ltd Imphal SE (Project) P Brojendra Singh for another period of 2 years with effect from August 1; appointment of three Veterinary field assistants out of 29 which were duly recommended by DPC held on June 15-19, 1999; extension of the re-engagement/re-appointment of town planner/MAHUD director in-charge Nepram Gitkumar Singh as consultant in MAHUD Department on contract basis with effect from September 20, 2021 till August 18, 2022 along with development of Multi Level Car Parking at Kanglapat (Government Quarters) and MHHDC & MSPCL Complex, Paona Bazar and allotment of land to Imphal Smart City Limited.
Development of Integrated Command & Control Centre (ICC) Building; revision of costs, loan amount and state share for the projects to be taken up with loan from HUDCO, scheduling/deferment of the elections to 26 ULBS excluding IMC and appointment of administrator for these bodies; introduction of State Song of Manipur; development of 4.25 acres of land allotted to the state government at plot No 88, Sector 18, Gurgaon (Institutional Area) for construction of an institutional building; introduction of The Manipur PRBM (Third Amendment) Bill, 2021 and Manipur Goods and Services Tax (4th Amendment) and setting up of "Manipur Technology Innovation HUB (MIT-HUB)" in Manipur by KIIT-Technology Business Incubator (KIT-TBI), KIIT University, Bhubaneshwar were also discussed for approval at the meeting.
The cabinet also decided to approve circulation of RFP only to bidders who have qualified for EOls for Non-Processing Zone subject to a minimum of three valid bids and to include the setting up of Shopping Arcade and Recreational Area within the Non-Processing Zone and to follow the same methodology of floating EOI and circulation of REP to qualified bidders; initiating of IT SEZ Project under consideration of Word Bank Funding through utilisation of state share as Advance Financing which will include promotional activities for ensuring 100 per cent occupancy of the 1st building, starting of construction of 2nd building observing all formalities as per World Bank Procurement and Financial Norms; extension of State Wide Area Network (SWAN) last mile connectivity to government offices through the same agency and terms and conditions, and validation thereof; engagement of TRACTEBEL GKW GmbH as consultant for preparation of revised DPR for "Integrated Sewerage System for Imphal City (Phase-II)".
Regularisation of NHM staff; setting up of Manifold and Gas Pipeline System (GPS) at District Hospitals in Thoubal and Churachandpur; contract engagement of staff for Covid hospitals at Kakching and Kiyamgei and setting up of LMO Plants at Porompat and Kiyamgei; contractual engagement of OT technicians for 12 new PSA Plants; ex-post facto approval for re-engagement and fresh engagement of staff on contract/ daily wages for Covid related duties; ex-post facto approval to recruitment of 67 staff nurses on contractual basis at JNIMS for Covid-19 related duties; adoption of MACP and Uniform Allowance in JNIMS; relaxation of under-age by four months at the time of registration with Employment Exchange & sponsored by Employment Exchange for the post of Grade-IV in respect of L Jamuna Devi who has already been appointed as Grade-IV after attaining the age of 18 years in Health Department, were the other agendas approved by the cabinet.
The meeting also gave approval for up-gradation of pay scale of secretariat assistant (SA) (Under Graduate Promotee) from Pay Matrix Level 3 to Level 5 (Pre-revised GP of Rs 1,900 to Rs 2,400) equivalent to the Grade Pay of Graduate Secretariat Assistant; counting of past service as QI held by CSI H Bobby Singh with retrospective effect from October 26, 2016 for the purpose of finalisation of seniority and other financial benefits; upgrade of post of computer operator to assistant data manager in CAF&PD Department; creation of posts for Olympians; review/clarification on new districts in the state without DRDAs on cabinet decision dated July 23; norms and guidelines for deputation of state government employees; modification of scheme guideline of Chief Minister's Covid-19 Affected Livelihood Support Scheme; conversion of the BB Paul Mental Development Home, Mongshangei to a full-fledged Government Special School and conversion of Mission Blind School, Heikakpokpi, Tengnoupal district into full-fledged Government Residential Special School for Blind.
Manipur State Roads Up-gradation, Improvement & Strengthening Infrastructure under Agriculture Related and Social Sector Project Planning 2021 for funding under RIDF; upgrade of 29 different posts in the Manipur Legislative Assembly by relaxation of current ban under the Government of Manipur; upgrade of 26 posts of reporter Grade-Ill and six reporter Grade-II to amalgamate with two post of reporter Grade-I in the Manipur Legislative Assembly by relaxation of current ban; placing posts of one post of ADJ (FTC) in the Office of Additional District & Session Judge (FTC), Manipur East and one post of ADJ (FTC) in the Office of Additional District & Sessions Judge (FTC), Manipur West respectively in the CMIS Portal; award of works by restoring to Restricted Tender for the projects of Critical Flood Control and Anti-erosion works along Manipur River Basin and an integrated approach to flood management and control on river/streams and drainages in Loktak sub-basin for an amount of Rs 150 crore; Loktak Downstream Project and Solar Power Project, were also sanctioned at the meeting.
The cabinet also selected the location for setting up the proposed Tribal Freedom Fighters Museum in Manipur and decided on the nomenclature for the proposed museum along with giving approval for exemption from the present ban o.n engagement of one retired senior accountant on contract basis for one year in the Pension Cell of Directorate of Tribal Affairs & Hills; implementation of New Pension Scheme for the employees of six ADCs who were appointed on or after January 1, 2005.The Manipur Coaching Institutes (Control and Regulation) Rules, 2021; decision regarding recruitment for filling up additional 70 posts of forest guard by direct recruitment; special relaxation of qualifying years for appointment of post of ranger forest officer by promotion; payment of bills for supply of 200 animal feeds at Manipur Zoological Garden, Iroisemba; acquisition of land under National Highways Act, 1956 for construction/development of NH 2 (Packages 48 & 5A) within Kangpokpi district and decision of government for resolving the issues arising out of it; amendment of Rules 56 and 59 of MLR&LR Rules 1961 to incorporate Property Card and drone survey for implementation of SVAMITVA Schemes in Manipur, were also discussed and approved during the meeting.
The cabinet on the other hand deferred its decision on Manipur Minor Minerals Amendment Rules, 2021 and on the appointment of karate player Sorokhaibam Kananbala Devi as PET in YAS Department.
