Court issues notice of motion

The High Court of Manipur has issued a notice of motion returnable by July 1 next in response to a Habeas Corpus Petition filed by Thiuiniluing Kamei stating that his younger brother has been illegally detained and tortured by personnel of 10 AR at their camp since June 22, 2013 .
According to a press statement released by Meihoubam Rakesh, Director of Human Rights Law Network, the counsel of the petitioner contended before the court on June 22, 2013 that his younger brother was arrested and detained by the personnel of 10 AR in their camp after summoning him.
Thereafter, on June 25, he along with his father and Kim Kamei, who is the wife of Rajamlung Kamei, visited his younger brother in the AR camp.
The statement further stated that during the said meeting, the signature of Thiuiniluing Kamei and his father were obtained by the personnel of AR on various blank papers under duress.
And it was on June 25 that Kim Kamei lodged a report with the Officer-in-Charge of Noney Police Station about the incident.
He (Thiuiniluing Kamei) also later came to know that his younger brother was severely tortured by using third degree method and applying electric shock and was also forced to put his signatures on various blank papers.
After hearing the submission of the petitioner made by the Counsel, the division bench of the High Court of Manipur comprising Chief Justice Abhay Manohar Sapre and Justice Nongmaithem Kotiswar issued a notice of motion and also directed the respondents to submit report indicating steps taken by them in connection with the allegations made by the petitioner in the Writ petition.
The respondents include the Union of India through the Defense Secretary, Ministry of Defense, Government of India; Home Secretary, Ministry of Home Affairs, Government of India; Inspector General, AR (South); Commanding Officer, 10 AR; the State of Manipur through the Principal Secretary (Home) to the Government of Manipur and the Director General of police, Manipur, the statement added.
