JCILPS opposes 1961 base year for ILPS

The Joint Committee on Inner Line Permit System (JCILPS) has raised strong objections against the cabinet decision to set 1961 as the base year to define native people for implementation of Inner Line Permit System (ILPS) in the state instead of 1951 as demanded by it.
Accordingly, the committee would be holding a people's convention to discuss the issue soon.
Addressing a press meet in this regard at IPSA office here on Thursday, JCILPS convener Phulindro Kons-am said that the decision taken by the state cabinet regarding the base year of ILPS was unilateral.
The government did not make any prior communication with JCILPS in this regard even though it had assured of consulting different CSOs and stakeholders before taking a decision.
The demand for implementation of ILPS is a long standing public demand and precious lives lost and many were injured during agitations for the same.
It is a fact that uncontrolled influx of non-locals into the state began after ILPS was lifted from the state in 1950 and as such the demand to make 1951 as the base year is legitimate, he said.
Constitution of India was formally regulated in Manipur from January 26, 1950 onwards and the first census of India conducted in 1951 .
National Register for Citizen (NRC) was also implemented in 1951 .
The first electoral roll of the country was published in 1948 while the village directory was prepared in 1951.Considering these factors, adopting 1951 as the base year to define native people will be the right decision, he said.
Besides, there are documentary evidences showing influx of around 1.5 lakh non-locals during the period of 1951 and 1961, he said, while informing that a people's convention will be organised soon and resolution adopted in the convention will be submitted to the government.
He also stressed the need for taking up stringent measures including monitoring mechanism to make the ILP system an effective measure to regulate entry of non-locals and to protect the indigenous people of the state.
JCILPS co-conveners Md Kheiruddin Sheikh, W Second and Th Sarat were also present at the press meet.
