Imphal, September 12 2011:
Expressing strong resentment over the formation of the Committee on Re-organisation of Administrative and Police District Boundaries, the SHDDC has submitted a memorandum to the Chief Minister of Manipur to fulfill their demand at the earliest without the report of the committee.
SHDDC in the memorandum submitted to the CM claimed that the demand of the committee is based on the constitutional provision of the Manipur (Hill Areas) Autonomous District Council Act 1971, (Parliament Act No76 of 1971, 26 December 1971) and subsequent constitution of 6 Autonomous Districts in the hill areas of Manipur vide Government of Manipur's notification dated 14th February, 1972 by the then Governor of Manipur through Secretriat, Planning and Development Department.
"It has been under the above stated provisions that we plead for justice to be done equally on the Sadar Hills Autonomous District too as it have been done to other hill districts.
Since those political decision and administrative and developmental rights have been unduly denied to us for such a long period of time, the people of Sadar Hills have every right to unflinchingly ask in all forms the State Government to do the needful" the memorandum stated.
"The political interests espoused by the different communities of the State will erupt into an unhealthy political condition if the so called 'Committee on Re-Organization of Administrative and Police District Boundaries' and its report is to be implemented: it warned.
"It may be an advantage for those who do not subscribe to District-hood of Sadar Hills but its ramification may rather be at the disadvantage of the larger interest of the State" it added.
SHDDC or the people of Sadar Hills will not accept the re-organization of Sadar Hills boundaries under any circumstances but stand with the decisions or adjustment or order already taken or issued by previous State Governments and no further move to balkanize Sadar Hills will be tolerated, it stated.
If the state government does not fulfill SHDDC's demand within one month, SHDDC will intensify its stir, it warned.
