Memo against ADC Cdl submitted to Governor

Four members of Autonomous District Council (ADC), Chandel have submitted a memorandum to the Governor yesterday accusing the chairman of Council of fraudulently withdrawing fund amounting to Rs 58.14 lakh by violating the instructions given by the State Finance Department and TA & Hills Department.
Chairman, ADC, Chandel withdrew the said amount from the district SBI branch during an official tour on May 12, said the memorandum submitted to the Governor VK Duggal.
It said the amount was fraudulently withdrawn from the account of (Bonus) 13th Finance Commission Award and General Performance Grant of Rs 46, 40,407.91, and Special Areas Performance Grant of Rs 18, 59,669.23 .
The funds are to be utilized strictly in conformity with the recommendation of the 13th Finance Commission and the Approved Action Plan of the ADC, Chandel as per the order issued by TA & Hills, the memorandum further mentioned.
It also said that the chairman violated the instructions of the Finance Department as well as the TA & Hills by withdrawing the money without any work order and by diverting the work out of the permitted works under the 13th Finance Commission Award and its Approved Action Plan of ADC, Chandel.
According to the 75th Executive Committee Meeting of ADC, Chandel held on May 8, 2014 at the office of the chairman, the resolution No-9 of the meeting divided the works into three parts-construction of a community hall at Aimol Chingnunghut, construction of a gallery at Gaingam Lentol, Moreh and expansion of five schools, it said.
The memorandum to the Governor jointly signed by four members of ADC, Chandel, namely BS Rejonson Anal, Beradin Shilshi, MK Noah Chothe and SR Volhring Anal appealed that necessary action should be taken against the chairman over the matter regarding fraudulent withdrawal of fund.
