Imphal, November 23 2020:
DESAM has come out strongly against the office memorandum issued by the Commissioner of Higher and Technical Education, Government of Manipur on November 20 which said that the in charge positions of Government and Govt Aided colleges will be for a term of three years.
DESAM stated that it is a known fact that the frequent replacement and transfer of important posts like Education Director, Commissioner and Secretary under Manipur Government causes confusions and inconvenience, in the administration and teachers as well as to the staff.
Considering the importance of these posts demands are in place that once these posts have been filled it should be for a term of five years.
However the new memorandum will pose a major problem to the students and teachers.
The students and the teacher community have been demanding that the heads of administration in Government schools, colleges and university should be on a regular basis and not as in charge but it seems that the new memorandum gives more importance to the in charge Principals and heads, it added.
DESAM appealed to the authorities concerned to appoint regular Principals in colleges where, the post is vacant as it will create problems amongst the senior teachers who are eyeing for the in-charge Principal position.
Stating that the in charge positions are for temporary basis until the regular post is filled and hence not a permanent resolution, DESAM stated that it can never come to terms where in charge positions will be for a term of 3 years which will create havoc in the administration and will be the cause of numerous problems.
