JCILPS to issue ILP Card to outsiders as Govt fails to meet deadline

With the government utterly failing to implement Inner Line Permit System in the State to monitor the unchecked influx of outsiders within November 18 which is the deadline set by Joint Committee on Inner Line Permit System (JCILPS), the committee would start issuing ILP Cards to non-locals staying in different parts of the State at the earliest.
The announcement was made by Ibotombi Khuman, convener of JCILPS during the observance of Deprivation Day organized by the committee as in past years at Manipur Press Club here today.
The Deprivation Day is being observed in remembrance and condemnation of the repeal of Bengal Eastern Frontier Regulation Act, 1878 from the State by Himat Singh, the then Chief Commissioner of the State on November 18, 1950 .

Ibotombi Khuman who presided over the function said that the Deprivation Day has been observed since 2012 by the committee, while lamenting that the rampant influx of outsiders into the State is continuing ever since the Bengal Eastern Frontier Regulation Act, 1878 was lifted.
He pointed out that following the repeal of the act, one third total population of the State at present is outsiders thereby creating demographic imbalance.
Recalling that All Manipur Students' Union (AMSU) had launched the anti-foreigner movement in 1980s to thwart illegal influx of outsiders into the State, the convener asserted that the JCILPS was formed on July 4, 2012 by amalgamating 35 organizations with the firm belief that concerted effort is needed to put up the genuine demand for enforcement of ILPS in the State.
Subsequent upon its formation, the committee has been launching different forms of agitation demanding implementation of ILPS which is the only means to safeguard the indigenous people from the unchecked influx of outsiders but the government is not paying heed to the collective demand of the people, he maintained.
Alleging that the government has apparently failed to take up necessary steps to implement the system despite adoption of resolutions on ILP in the Assembly House, the convener pledged that agitation to demand for implementation of ILPS would continue till the system is enforced in the State too.
The committee had served November 18 dateline to the government for enforcement of the system but no positive response has been given so far.
As the government has failed to do so, the committee would start issuance of ILP Card to non-locals staying in different parts of the State, he said.
Cautioning that the committee is also set to launch more intense agitation in pursuance of its demand, he confided that issuance of ILP Card would not cover government employees, athletes and tourists.
