Imphal, November 29 2022:
Following the implementation of Motor Vehicles (Registration and Function of Vehicle Scraping Facility) Rules, 2021, efforts are on to formulate a vehicle scraping policy for Manipur as soon as possible.
As per the new policy, an assessment of the fitness of all vehicles which are over 15 years old will be made to determine whether the vehicles shall be scrapped or the permits extended.
Speaking to The People's Chronicle in this regard, a top official of the Transport Department conveyed that although the Motor Vehicles (Registration and Function of Vehicle Scraping Facility) Rules, 2021 has been implemented by the central government, most states are yet to come up with own vehicle scrapping policy.
The official pointed out that the emission from old vehicles is the biggest contributor to environmental pollution.
As such, the central government has taken up the step to determine whether to ban or scrap the old vehicles.
Thus, as per instructions from the centre, steps have been taken up including consultation with technical and legal experts for formulating a vehicle scrapping policy for the state as well.
Transport minister Khashim Vashum is also supportive of having a vehicle scrapping policy for the state, as this will help prevent the influx of old vehicles into the state, which will in turn help maintain a healthy environment.
The official further stated that the release of Manipur Electric Mobility Policy-2022' by CM Biren during an e-vehicle workshop organised jointly by the Transport Department and CSIR-Dehradun at City Convention recently is one of the first steps towards replacing fuel-based vehicles with e-vehicles.
Once the policy takes effect, fuel-based vehicles will be replaced by e-vehicles.
Thus, the state 's scraping policy will be closely related with the 'Manipur Electric Mobility Policy-2022', the official revealed.
