ATSUM draws PM's attention on next CS appointment

All Tribal Students Union, Manipur (ATSUM) has drawn the attention of Prime Minister Dr Manmohan Singh in connection with the appointment of next Chief Secretary of Manipur based on seniority list .
"We, the All Tribal Student's Union (ATSUM), the apex body of tribal students in Manipur, with the highest respect and great hope that you will kindly give due consideration to our pleadings," it mentioned in its memorandum.
In a memorandum submitted to the Prime Minister today, ATSUM said that the tribal students' body is in the knowledge that the present chief secretary, Manipur is retiring this month after many years of illustrious service.
"We believe and trust that your government will act as always, keeping the interest of all people of Manipur, by upholding the rule of law and existing convention in the matter of appointing the next Chief Secretary of Manipur.
It is our pride that the available IAS officers in the state today, the two seniormost officers are Tribal from the state.
It is our earnest hope and prayer that the senior most officer be given the opportunity to serve the state as the Chief Secretary.
We beseech you sir, to ensure that no one is overlooked while filling up this all important post of Chief Secretary.
Unwillingness to accept the senior most officer who happen to be a tribal, will not only cause deep hurt and disenchantment in the bureaucracy but also contribute to the already existing social divide in this multi-ethnic, multi-cultural social fabric of Manipur," ATSUM said in its memorandum to Dr Manmohan Singh.
"Our share experiences of the past made us cautious about the issue at hand but Sir, We are not pessimistic.
However, if seniority is not given due in this appointment, wrongly or rightly, it could be assumed as communal manifestation of the Government.
As such, your intervention in this appointment is highly required for upholding the rule of law in the state of Manipur," the tribal students' body added.
On April 18, the apex tribal students' body of Manipur had urged the chief minister of Manipur to appoint the senior most IAS officer available in the state as the next chief secretary of Manipur.
"We the All Tribal Students' Union Manipur (ATSUM) bringing this plea with the highest respect and great hope that you will kindly give due consideration to our pleadings that sir, we are in the knowledge that the present chief secretary, Manipur is retiring this month after many years of illustrious service," said the ATSUM leaders had said.
