MPCC scans Noney, alleges another PMGSY scam

A team of the Manipur Pradesh Congress Committee (MPCC) led by president K Meghachandra inspected several roads in Noney district which were to be developed under PMGSY fund but remained undeveloped despite withdrawal of fund.
Regarding the inspection visit, Meghachandra told media persons that huge amount of PMGSY fund meant for development of the Noney to Nongnang road and Tupul to Charoi Chagotlong road in Noney district were withdrawn in the year 2017-18 with the claim of completing the road develop ment works.
However, preparations for construction of both the roads have just begun when MPCC carried out the inspection on Tuesday, he said.
According to Meghachandra, the length of Noney to Nongnang road is 13.05km and package number for development of the same road with Rs 6005.6 lakh fund under the PMGSY was 7152.However, one Ch Sushil had withdrawn the fund for development of the road in 2019 .
Package number for development of Tupul to Charoi Chagotlong road was 7235 and Rs 7 crore meant for development of the 13km long road too was found withdrawn without any development.
MPCC had exposed PMGSY scam worth more than Rs 1700 crore in the recentpast but the present government is yet to pull up any of the involved people, Meghachandra said.
Asking if rural development department has been converted into a gang of looters by the present government and why it is reluctant to initiate punishment against the guilty officials, the MPCC president said both the packages figured in 2017-18 programmes but road development works are yet to begin.
The MPCC president further said that development of the first 9km of Noney-Nongnang road was assigned to Ms Saka Construction and scheduled for completion by October, 2020 financially and physically by March 17, 2020.Some portions of the Noney-Nongnang road were found black-topped but there were no signs of black-topping in the interior part of the road, Meghachandra said, while sharing report of the inspection visit.
Alleging that completion certificates for the both roads had already been issued as also sanctioned amount without executing the works properly, the MPCC president urged both the chief minister and the RD minister to take action against guilty officials including chief engineer instead of remaining silent.
He then warned of initiating legal action if the government remains silence and does not take action against all those involved in fraudulent withdrawal of PMGSY fund.
K Meghachandra informed that MPCC working presidents Md Fajur Rahim and Debarata, vice president Hareswar Goswami and Lamtinthang Haokip and other functionaries took part in the inspection visit.
