COHR condemns killing of Mangboilal

Imphal, June 09 2021:
Committee on Human Rights (COHR), Manipur has strongly condemned the killing of Mangboilal Lhouvum, son of Solem Lhouvum of Chalwa village, Waichong sub-division, Kangpokpi district during a search operation in the village by 44 AR E company, Banglabung outpost commanding officer major Alok Sathe on June 4.Speaking to the media, COHR Manipur chairman Phulindro Konsam pointed out that the state has seen rampant killing following the imposition of AFSPA, 1958 since 1980s, with Indian security forces indulging in extrajudicial killings, torture, forced disappearances and sexual crimes in the name of counter insurgency operation, in short, taking away the 'Right to Life.
On the other hand, CBI/SIT as directed by of Supreme Court of India is carrying out investigation on police and central force personnel over alleged extrajudicial encounters and the hearings are going on in the apex court presently.
In such a scenario, June 4 killing of Mangboilal by a responsible AR officer should be taken as a major crime, because Army or police cannot decide on a person's guilt, only a court can convict a person for his crime, he pointed out.
Phulindro Konsam demanded the present government to immediately investigate into the incident and find the truth behind Mangboilal's death and punish the culprits as well as scrap the draconian law from the state to earn the respect of the public.
