ATRPFM demands proper adherence to seniority basis

ATRPFM has demanded the Additional Chief Secretary (TA&Hills) to strictly maintain the seniority when it comes to allotment of programmes/works to programme officers of Directorate for Tribal Affairs, Hills and Scheduled Caste Development, Manipur.
A statement issued by the general secretary of ATRPFM today mentioned that in the combined final interse-seniority list of Deputy Directors in the Directorate for Tribal Affairs Hills and Scheduled Caste Development, Manipur of April 16, 2015, one N Kaikho Mao happened to be the senior most among three of them.
However, it mentioned that it came to learn that the works of HoO and DDO were reallotted to an officer who is about nine years junior to N Kaikho Mao and that too without the knowledge and approval of the Minister concerned which is illegal, discriminatory and bias.
Appealing the Addl Chief Secretary to comply with the High Court's order of July 29 this year, and also to maintain the sanctity of final interse-seniority list in allotment of works to programme officers, ATRPFM mentioned that it believes that the Chief Minister, Minister concerned and the State Government will do the needful in accordance with prevalent rules.
Bypassing a senior officer by a junior is legally and morally wrong.
If the Govt acts in contravention with the existing rules and law, the association will be compelled to oppose the same, it warned.
