Health Director: AMHSDA strike illegal

Terming the strike called by All Manipur Health Services Doctors' Association (AMHSDA) as illegal, Directorate of Health Services declared that no application for casual leave or any type of leave on unreasonable ground will be entertained.
In an office memorandum issued Wednesday, Health Services director Kh Sasheekumar Mangang cautioned that any unauthorised absence by any member of AMHSDA will be deemed to cause an interruption or break in service.
The director mentioned that the state government is in the process of examining various demands of AMHSDA and the warning issued by the Association is considered unreasonable and highly un becoming of public servants especially as MHS doctors are delivering essential public healthcare services.
"Taking mass casual leave by MHS doctors, etc., would disrupt functioning of healthcare facilities and result in denial of essential healthcare services to thou sands of patients," it said.
The memorandum noted that the state government has declared any 'strike' announced or commenced by members of AMHSDA as illegal vide Home Department order dated November 17 .
Under FR 17-A, 'strike' includes a general, token, sympathetic, go-slow, sit-down, pen-down, stay-in, and mass abstention from work without permission (which is wrongly described as 'mass casual leave'), etc., it added.
The Directorate asked all CMOs, MSs, state programme officers and other heads of office under Health Department to make it abundantly clear to all the members of AMHSDA that no application for casual leave or any type of leave on unreasonable ground will be accepted.
They should report about any disruption in the delivery of healthcare services due to any type of strike by members of AMHSDA, it further instructed.
