CEO office gears up for Nov 21 bye-polls

Chief Electoral Officer (CEO), Manipur O Nabakishore Singh has stated that the photo electoral rolls in respect of the 5 Thongju and 9 Thangmeiband A/Cs had been revised with reference to January 1, 2015 as the qualifying date and the same shall be used in the bye elections to these two constituencies.
Election Commission of India (ECI) announced the schedule for the conduct of bye elections to 5-Thongju and 9-Thangmeiband constituencies on October 21 last.
Nabakishore said that the commission has also decided to use Electronic Voting Machines (EVMs) in the bye elections Polling Stations.
Adequate numbers of EVMs have been made available in the State and all steps have been taken to ensure that the poll is conducted smoothly with the help of these machines.
The commission has decided that the voters' identification shall be mandatory in these bye elections at the time of poll.
In order to ensure that no voter is deprived of his or her franchise, if his/her name figures in the electoral roll, separate instructions will be issued to allow additional documents for identification of voters at the time of poll in these bye-election.
The model code of conduct has come into force with immediate effect on October 21, 2015 in the two districts of Imphal East and Imphal West subject to partial modification as issued the commissions instruction on April 26, 2012.The model code of conduct will be applicable to all candidates, political parties and the State Government concerned.
The model code of conduct will also be applicable to the Union Government in respect of the above districts.
It may noted that the date of issue of Gazette will be on October 28, last date of making nominations on November 4; Scrutiny of Nominations on November 5; last date of withdrawal of candidates on November 7; date of poll on November 21; counting of votes on November 24 and date before which election shall completed on November 26 respective.
