'Healthy relation between legislature, Judiciary needed'

A healthy relation between the Legislature and the Judiciary is needed to bring about good governance, said Speaker I Hemochandra.
Speaking as the Chief Guest at the inaugural function of the Yearlong Diamond Jubilee celebration of the All Manipur Bar Association (AMBA) at Cheirap Court complex today, I Hemochandra said that almost all legal procedures have been carried out at Cheirap for a long time.
Guilty persons have been given legal punishment since.
He further said that the Legislatures of a democratic country like India are given the privilege to serve the people for a period of 5 years by the Constitution.
But the Judiciaries are given the right to carry on their work for a lifetime.
He further said that legal awareness camp should be held and free legal aids should be given to the public to increase their knowledge.
Speaking on the occasion MLA O Joy said that people of the state are fed up with the dictatorial form of government where the King is everything.
They prefer the democratic form of government.
He further said that for the development of the Judiciary it should be placed under the planned section rather than the non-planned section.
Ever since the Five Year Plan of the Indian government came into force, the Judiciary has received a mere Rs 188 crores.
A number of highly qualified lawyers of the state have not been able to show their talents in the Supreme Court and High Courts.
The newly built High Court Complex in Chingmeirong will help the lawyers of the state to show their hidden talents.
Advocate General of Manipur, N Koteshwar said that except in Manipur, Assam and Tripura, all other states of the North east, all the works of the Judiciary is done by the Executive.
In Manipur a separate Judiciary has existed since a long time back.
The function was graced by Indrakumar, President AMBA as the President of the function.
PDA Chairman, MLA Dr Kh Loken and Chirman of Manitron, MLA, Dr Kh Ratankumar were the Guest of Honour.
As part of the function floral tributes were paid to the departed souls of lawyers and gifts were also presented to those practicing lawyers who have crossed the age of 70 .
