APSCS points out flaws in Dhanamanjuri Varsity Bill

Pointing out several flaws in the Dhanamanjuri University Bill-2014 to be presented in the ensuing session of State Legislative Assembly, the Association of Premier State College Seniors (APSCS), Manipur has urged the Chief Minister and Education Minister to defer the time of introduction of the Bill in public interest.
According to a statement , APSCS General Secretary Dr AK Chishti said the members discussed the Dhanamanjuri University Bill during the celebration of its 10th foundation day at DM College Campus here on Friday.
The members welcomed the move for establishment of the State University with the supposed six/seven premier state colleges as its constituent colleges.
However, the Bill has been found with full of flaws and inherent defects in its structures which needs closer examination and rectification before it is introduced in the State Legislative Assembly in its forthcoming session.
APSCS further expressed apprehension that unless the Bill is rectified, the present format would cause irreparable damage and the objectives for establishing the University would never be fulfilled.
It also pointed out that Section 10 of the Bill, wherein the office of Chancellor and Pro Chancellor of the University are held by the political personalities, is against the general norms and practice, and also not in conformity with the spirit of depoliticization of academic institutions throughout the world.
There is another major flaw in the Bill with regard to the constitution of committees under different sections which would affect proper appointment of teachers and officers.
Moreover, the teachers who have been taking PG classes since 10-15 years in DM College of Science are not given due protection of their service interest, the Association said.
APSCS contended that the deferment of the Bill would give an opportunity not only to the Association but also to all academicians, intellectuals and students' bodies for threadbare examination of the proposed Bill before its introduction in the House.
