Thangmeiband A/C MLA, Kh Joykisan has alleged that if indeed what Chief Minister N Biren Singh said on Times of Manipur TV channel about not having any idea about who he (Joykisan) is, the video of which is being circulated on Facebook, turns out to be true then Biren is an unsound individual and should be disqualified from being an MLA.
Speaking to media persons at his residence at Khoyathong today, MLA Joykisan said that during the last few days, he came across a video on Times Of Manipur Facebook page in which CM N Biren claimed that he did not know who he (Joykisan) is, and added that a written application has even been sent to the TOM Editor asking if the statement was indeed genuine.
Pointing out that he will first verify if the video is indeed genuine or edited before making any allegations against the CM, Joykisan said that all MPs and MLAs are governed by the Constitution and as per Article 191 (B), if any Legislator is found to be of unsound mind, then he or she must be disqualified.
If CM Biren indeed intentionally claimed that he does not know me as an MLA, then he should be disqualified from being an MLA as he has ah unsound mind, Joykisan claimed adding that if such a person rules the State, then the lives of thousands will be at stake.
The issue will be taken up at the AICC level and necessary steps which can be taken up will be discussed, he said.
Joykisan explained that Opposition plays an important role in ensuring the existence of democracy and in correcting the wrongs and errors of the Government.
Assemblies are held so that both ruling and the Opposition can debate and discuss the future of the society and the State or country.
The Congress party is not one to turn tail and run if the party in power uses force and harsh language to intimidate and instil fear, Joykisan proclaimed.
The MLA continued that the BJP party need not be annoyed with him speaking against the arrest of Kishorchandra Wangkhem under NSA.
The filing of a suo moto case by the Press Council of India means that the body also condemns the high-handed act of the Government, Joykisan claimed and added that similar condemnations also poured in from many sides, including Indian Journalist Union as well.
The present Government is enforcing a dictatorial rule wherein those who express dissent are being arrested.
This is not governance, he said and urged the authority to stop its show of force at once.
The MLA explained that viewing all voice against the conduct of the Government as anti-National and lauding only those who keep mum, will not bring development.
An MLA is elected by the people.
Insulting an MLA is akin to insulting the people who voted for him, Joykishan reasoned.
