HRLN initiates PIL Justice for raped girl sought

Assistant Director of Human Rights Law Network (HRLN), Thokchom Premlata has filed a PIL against the alleged systematic failure of framing chargesheet by State Government machinaries regarding a sexual assault case today.
The PIL was moved before a Division Bench of the High Court of Manipur comprising Justice N Kotiswar and Justice N Nobin, said a statement issued by HRLN director Meihoubam Rakesh.
The PIL was filed in favour of a minor girl, who became pregnant after she was allegedly sexually assaulted repeatedly.
During the hearing of the PIL, the Court issued notice of motion requiring the State respondents to furnish their response within three weeks.
The respondents listed in the PIL are the State of Manipur through the Principal Secretary (Home) to the Government of Manipur, DGP Manipur, Special Secretary (Social Welfare) of Government of Manipur.
Regarding the incident, a suo moto FIR case had already been taken up by the OC of Kakching police station on July 12, 2013 .
However, the police had allegedly failed to submit a chargesheet within the stipulated period of three months, Meihoubam Rakesh said and added that trials of the cases taken up under POCSO Act 2012 must be completed within one year.
On the other hand, the girl has been provided financial relief and support services under the Financial Assistance and Support Services to Victims of Rape, a Central Government sponsored scheme.
The PIL was filed under the active initiation of HRLN, Rakesh added.
