As per the report of the investigation team of the UNLF, an Assistant Inspector (HQ), who oversaw the implementation of the 'Lamjing Maheikol' scheme 2017-18 in Wangoi Zone, had submitted a revised expenditure statement after correcting the 'errors' in the previous statement.
The revised statement is also filled with errors that point towards gross misconduct in the implementation of the scheme, alleged the outfit.
Pointing out the irregularities, the outfit alleged that the revised expenditure statement says that an amount of Rs 5,38,000 was deducted by the State Project Co-ordinator as TA (travelling allowance) from the Rs 21,53,000, the total amount sanctioned for 10 schools in Wangoi zone.
Claiming that the heads of the schools also backed the finding of the investigation team, the outfit further alleged that the revised expenditure statement mentioned that Rs 50,000 was taken by the local MLA for levelling Yumnam Huidrom High School ground, much less than the amount mentioned in the earlier expenditure statement.
The previous expenditure statement had mentioned that the amount taken for levelling the ground was Rs 1,00,000, claimed the outfit.
Holding the Assistant Inspector (HQ) responsible for the gross misconduct in implementing the scheme in Wangoi zone, the outfit further claimed that a large portion of the sanctioned amount was also used during the Government's Go To Village Mission, which was not in line with the scheme.
As per the revised expenditure statement, the amount was deducted as TA, added the outfit.
The expenditure statement mentioned deduction of about Rs 1,00,000 in the name of School Management Committee meeting, which was never held, alleged the outfit claiming that the implementing committee's chairman ZEO and AI (HQ) had earlier admitted to the charges labelled against them by the outfit.
Alleging that the ZEO, AI and the State Project Co-ordinator of the scheme are responsible for the gross misconduct and irregularities in implementing the scheme in Wangoi zone, the outfit warned that they should pay back the amount they embezzled within six months and the amount be used in improving the schools.
The three officials should take sole responsibilities of the consequences if they fail to pay back the amount within the given time, cautioned the outfit.
The proscribed outfit also urged people and officials concerned to report any misconduct and irregularity in other schools.
It is keen on rooting out corruption from education and health sectors, the outfit added.
