IAS promotion scam under CAT scanner

Following the hearing a petition filed in connection with the issue of wrong promotion of IAS officers of Manipur Tripura cadres, the Chief Secretary of Manipur has been directed by the Central Administrative Tribunal (CAT) to send an officer well-equipped with the knowledge of Annual Confidential Record (ACR) to the tribunal.
An order to this effect has been issued by CAT, Gauhati Bench after hearing of a contempt/execution petition filed by Thaithuilung Pamei, IAS in CAT, Gauhati Bench against the Chief Secretary, Government of Manipur contesting against promotion of IAS officers of Manipur Tripura cadres.
The CAT, Gauhati Bewnch has further directed to bring up the case on April 21 .
According to a highly placed source, Thaithuilung Pamei, who is an IAS officer of Manipur Tripura cadre of 1995 batch, was promoted to senior scale in 1999.In 2007, he was again promoted to the Administrative grade and served as the Deputy Commissioner of Ukhrul and Tamenglong district one after another.
However, he could not provide the ACR from 2003 to 2007 as he did not receive ACR/PAR forms from ACR (Department of Personal), Manipur.
If any of the IAS officers are unable to submit their PAR, the Report, Review and Accepting Authority would have to submit the ACR without PAR in accordance to the existing rules.
The source further informed that Thaithuilung Pamei was eligible for the selection Grade in 2008 and Super Time Scale under the Commissioner rank in 2011.However, instead of promoting him to the relevant grade, two junior IAS officers were promoted to Selection Grade and Super Time Scale.
Though Thaithuilung Pamei had submitted a written application to the Chief Secretary of Manipur for promoting him to the desired grade in October 10, 2012, no action had been ever taken up.
Under such a situation, Thaithuilung Pamei filed a petition with the CAT, Gauhati Bench against the Secretary of Ministry of Department of Personal, PG and Pension, Department of Personal and Training as well as against the Chief Secretary of Manipur and the Chairperson of the Screening Committee requesting for issuing directive to the respondents for promoting him to the selection grade w.e.f 1-1-2008 and to Super Time Scale w.e.f 1-11-2011 and to give all consequential service benefits.
After hearing the case of the petitioner, CAT, Gauhati Bench passed an order on December 14, 2012 directing the Chief Secretary of Manipur to initiate necessary actions in connection with the application submitted by Thaithuilung Pamei within a period of two months, and disposed off the case.
However, as the order of CAT, Gauhati Bench has not been complied with by the Chief Secretary, Government of Manipur, Thaithuiling Pamei filed another petition again with the CAT, Gauhati Bench.
After hearing the second petition, CAT, Gauhati Bench again directed the Chief Secretary, Government of Manipur to depute a concerned officer who is well conversant with the facts and circumstances of the case before the tribunal along with relevant records on the next date to appraise and assist the court.
