Dissemination programme on IHL held

Imphal, July 16 2011:
A one day dissemination programme on International Humaniterian Law (IHL) was held at Asha -Jina complex today.
The programme which was organized by Indira Gandhi National Open University (IGNOU) in association with International Committee of Red Cross (ICRC), New Delhi was graced by advocate and human rights activist Khaidem Mani.
The main objectives of the programme was to develop knowledge and skills in the area of International Humanitarian Law, to provide specialized understanding on contemporary issues of International Humanitarian Law in the South Asian Region and also to enhance the competency of professionals already working in the area of IHL.
Speaking on the occasion as functional chief guest Khaidem Mani said that the security personnel and underground activists should not be forced to abide by the rules of the IHL rather they should be encouraged by whatever means available to obey the rules.
He further went on to say that the Geneva Convention Act, 1960 is outdated and it should be in tune with the prevailing situation of the country and also in accordance with the rules and regulations of the IHL.
Professor Elumalai, Director of the School of Law, IGNOU, New Delhi said that conflicts between different sections of a society is the order of the day.
Conflicts occur mainly because the government is unable to meet with the expectations of the people.
We should understand that nobody wants to get involved in unlawful activities.
People are just disappointed with the state of affairs of the government.
IGNOU has for the first time through its distance education course started a six month certificate course in IHL in Manipur University.
This course is open mainly to disseminate knowledge of international law not only to the people but also to the policy makers of the state.
The function was attended byDr Sanoj Rajan, Academic Programme Responsible, ICRC, Regional Deligation for South Asia, Dr.Alex Habib, Communication Co-ordinator, ICRC, Regional Deligation for South Asia and Regional Director, IGNOU, Regional Centre Imphal were also present at the inaugural function.
