Imphal, January 13 2018:
There will be a major impediment to advancing development if the people's representatives work according to their whims, said Kumbi AC MLA Sanasam Bira.
Addressing as chief guest at a felicitation ceremony for the Pradhan and Members of Torbung Gram Panchayat held at his Babupara official residence today, Bira said that it is unbecoming of an MP, MLA, Pradhan and Zilla Parishad Member of Gram Panchayats if they prefer to work as per their wishes.
He asserted that there is an apparent need for the people's representatives to work in unison to bridge the gap in implementing welfare programmes starting from the grassroot level.
He said that the felicitation ceremony was held as an acknowledgement of the collective efforts being rendered by Pradhan of Torbung Gram Panchayat, Chanambam Sanahanbi and Members of the GP despite having different political views.
The MLA pointed out that the scarcity of potable water in many areas of the GP is mainly due to the negligence on the part of the concerned contractor who was entrusted with the implementation of a water supply project in the GP.
The diversion of water towards Churachandpur and Kwakta from the small dam built over a gorge at Thangjing Ching worsens the water scarcity in the GP, he elaborated.
Bira assured the locals of the GP of adequate supply of potable water by laying pipe and drilling bore hole after the end of the next Assembly session.
For this, a certain of amount of money would be sanctioned from the Local Area Development Fund, he declared.
On the implementation of National Food Security Act in the GP, he said that there are many beneficiaries who are yet to possess priority card and complete Aadhaar seeding.
Contending that Kangvai village falls under Torbung GP, the MLA said that there was a plan to place the village which is mostly inhabited by tribal as a sub-division of Churachandpur district by converting it as a model village.
Later, the plan was ceased as the village falls under Kumbi AC in Bishnupur district where MLR & LR Act is effective, he narrated.
In the backdrop of THE construction of a police station at Phougakchao Ikhai, there arises an argument claiming that Torbung and Kangvai should fall under Churachandpur police station, he continued.
He said that effort is on to settle the issue by forming a committee to be formed by MLAs of Kumbi and Henglep, DCs and SPs of Bishnupur and Churachandpur districts.
