Imphal, April 02 2015 :
The All Tribal Students' Union, Manipur (ATSUM-T) has submitted a memorandum to Prime Minister Narendra Modi seeking his intervention to the 'age-old conflict of interest between hill areas and valley people of Manipur' .
In the memo, ATSUM urged re-organisation (delimitation) of Assembly seats on the basis of the latest census and other considerations like area, cultural affinity and topographical proximity.
Upgrading the existing six ADCs at par with the other ADCs of the NE States of India; to give special economic packages for a period not less than 25 years to accelerate developmental works in the hill areas of Manipur and catch up with other scheduled counter parts in Nagaland, Mizoram and other NE States who are comparatively way ahead in terms of education and development; to set aside the demand of STDCM for more deliberation at the grassroots; effective implementation of Tribal Sub- Plan (TSP) as per guidelines; effective implementation of RTI by appointing Chief Information Commissioner at the earliest, are some of the demands raised by ATSUM to the PM.
The ATSUM memo also urged for effective implementation of Central Educational Institutions (Reservation in Admission) Amendment Act 2012 in Manipur University with regard to the admission in PhD programme; effective implementation of DOP & T Office No.36017/1/2004- Estt (Res), dated July 5, 2005, issued by Department of Personnel and Training, Government of India, in RIMS; regularisation of contract lecturers to bridge the gap between variation of regular lecturers, thereby promoting quality education equally in the hill and valley districts and filling up of tribal backlogs in the Manipur Legislative Assembly Secretariat.
