Kangpokpi, April 30 2015 :
The 24 hr total bandh in all hill districts of the state imposed by All Tribal Chiefs' Forum Manipur demanding full payment of MGNREGS benefits has been effective along NH-2 in Sadar Hills today.
Despite the fact that some vehicles have been witnessed moving along the National Highway in the morning the road becomes deserted from 10 am onwards.
Except those vehicles exempted from the purview of the bandh and security escort vehicles no movement of other means of transportation has been witness along the highway.
The shoddier victims of the bandh are commodities transporters, tankers and inter-state and state passenger service including the general public.
All shops at Kangpokpi remained closed for the day and even local traffic flow has also been badly affected while the same situation has been also been witnessed at Kalapahar, Sapormeina and Motbung till Gamgiphai village.
Though Govt.offices at Kangpokpi are seen opened most of the staffs could turn up for their respective duties due to the bandh.
It has been reported that a numbers of ATCF (M) bandh volunteers blocked the national highway at Gamgiphai while some bandh volunteers has also been witnessed at Motbung, Sapormeina, Keithelmanbi and Kangpokpi.
However, no untoward incident has been reported till filing of this report.
Mentioned may be made that, the All Tribal Chiefs' Forum Manipur had earlier alleged that the Central fund under MGNREGS has been dislocated, misappropriated and delayed since the fund has been routed through the State Account which rendered the beneficiaries to have completely lost the benefits except a trifling appeasement payment of 20/25 per cent in a piecemeal out of 100 men days per year.
However, the forum alleged that in the beginning while the fund was released to the District DRDA as Nodal Agency the implementation was well-timed and to the satisfaction of the suffering masses or beneficiaries.
The forum also said that several memorandums demanding full payment of MGNREGS benefits have been submitted to the state Government but nothing concrete solution has been witnessed so far.
They (the forum) also warned to continue the next course of its democratic demands if the government further fails to response even after the 24 hr total bandh.
