Court quashes NSA from jailed MPP candidate Y Mangi

The Guahati High Court, Imphal Bench today quashed NSA case against the jailed MPP candidate of Heingang A/C Yanglem Mangi.
Mangi who is contesting the ensuing election to the 10th Manipur Legislative Assembly on MPP ticket was arrested by Imphal West police on October 30 last year along with four other persons for procuring illegal arms.
The NSA case was dismissed by a division bench of Gauhati High Court comprising Justice Tayenjam Nandakumar and Justice Mutum Binoykumar.
He is also the Vice President of the Manipur People's Party (MPP).
He was arrested along with the four persons while travelling in his Bolero vehicle and six live bullets and one 9 mm pistol were recovered from him.
Wife of the jailed MPP leader, Yanglem ongbi Pushparani with Senior Advocate N Kumarjit as her counsel filed the petition to the High Court against the Chief Secretary of Manipur, Commissioner/Secretary (Home), Imphal West District Magistrate and Secretary, Department of Internal Security, Union Home Ministry appealing to dismiss the detention order under NSA by State Home Department and approval order.
After hearing the case, the division bench ordered quashing of the detention order of Mangi under NSA.
In the petition, Pushparani mentioned that Mangi had contested the Manipur Legislative Assembly Elections in 1990, 1995, 2000, 2002 and 2007.On the fateful day of October 30, 2011, he along with the 4 other persons were taken to the Commando Complex at North AOC in the morning by the police and registered a FIR case against them in the evening at around 6.30 pm by the OC of Imphal Police Station.
He was then detained in police custody till November 8.On November 8, a detention order of Mangi under NSA by the Imphal West District Magistrate was issued which was delivered on November 10.Application for cancellation of the detention order was submitted twice on November 11 and 19. Instead of discussing the application, the Home Department approved the detention order on November 17 .
