AMTUC-AMGEO JAC takes on CM Ibobi

Joint Administrative Council (JAC) of All Manipur Trade Unions' Council (AMTUC) and All Manipur Government Employees' Organisation (AMGEO) on Saturday strongly reacted to the Chief Minister's statement that the State will face 'financial crunch' in granting demands of the JAC.
The statement made by Ibobi in the State Assembly on Friday is 'shameful,' a release said, adding the 14th Finance Commission has already provided Rs 10,229 crore to the Manipur Government as non-plan deficit grant-in-aid for the fiscal year 2015-2020 .
It pointed out further that in the same way Nagaland got Rs 18,475 crore which enabled its Government to clear DA/DR, other related allowances and revise pay for 1,500 lakh employees at par with the Central employees.
In light of this fact the amount to be paid to the State Government employees and pensioners is from the non-plan expenditure, the JAC said and noted that money for purchasing vehicles for top officials and taking up development projects is from the plan amount.
It said failure on the part of the State Government to pay salary, pension and DA/DR and to fill up regular sanctioned posts on time, and in lieu of that recruiting a large number of contractual basis employees is the main factor behind getting a reduced amount from the 14th Finance Commission's non-plan grant.
