Imphal, March 02 2015:
A non-cooperation movement against all non-locals has been launched on Monday by Joint Committee on Inner Line Permit System (JCILPS) and announced that permit will be given to all non-locals after the Yaoshang festival.
"The Manipur Government has failed to introduce an ILP Bill in the ongoing Assembly session.
This has clearly shown that the State Government had not initiated any move to protect the indigenous people," JCILPS convener Ibotombi Khuman told reporters at the committee office here at Nongmeibung.
He said the committee has decided to boycott the last day of the current Assembly session on March 3 (Tuesday) to register protest against the failure of the State Government to table the Bill and get it passed in the House.
Ibotombi announced that the committee has started a civil disobedience movement with effect from today against all non-locals in the State, vowing that the movement will continue until the demand for ILPS implementation is fulfilled.
"The committee will discontinue extending help to any non-local.
We'll stop buying items from shops owned by non-locals," he said.
He sought support from the public in enforcing the movement.
Ibotombi, however, said the movement is not a preconceived motive against non-locals.
But added that permit will be issued to them after the Yaoshang festival, which will begin from March 5, if they want to stay here.
"All non-locals who do not possess proper permit and documents must leave the State quickly.
We'll not allow such people to stay in the State,"
he warned.
