Polls for local urban bodies on Jan 4

Imphal, October 28 2015:
State Cabinet on Wednesday decided to hold the elections to 26 local urban bodies on January 4, 2016.These elections are for 18 Municipal Councils and eight Nagar Panchayats.
The decision was taken at a cabinet meeting chaired by Chief Minister O Ibobi which was held from 2 pm at the Chief Minister's Secretariat.
Government of Manipur Spokesperson and Education and CAF&PD Minister Moirangthem Okendro said that the cabinet meeting minutely discussed the details on holding the elections to local urban bodies since their terms are about to end.
It was resolved to hold the elections after considering MAHUD's proposal and the schedule proposed by the State Election Commission.
The last election was held in January 3, 2011 .
The Municipal Councils where the elections will be held are Thoubal Municipal Council, Kakching Municipal Council, Mayang Imphal Municipal Council, Nambol Municipal Council, Moirang Municipal Council, Ningthoukhong Municipal Council, Bishnupur Municipal Council, Jiribam Municipal Council, Lilong Municipal Council, Kakching-Khunou Municipal Council, Yairipok Municipal Council, Kumbi Municipal Council, Wangoi Municipal Council, Kwakta Municipal Council, Wangjing Municipal Council, Shikhong-Sekmai Municipal Council, Sugnu Municipal Council and Lamlai Municipal Council.
The eight Nagar Panchayats are Samurou Nagar Panchayat, Thongkhong Laxmi Nagar Panchayat, Lilong (I/W) Nagar Panchayat, Andro Nagar Panchayat, Lamshang Nagar Panchayat, Oinam Nagar Panchayat, Sekmai Nagar Panchayat and Heirok Nagar Panchayat.
Okendro further said that the final electoral rolls for the elections will be published on November 9 and the election notification will be issued on December 2.Casting of votes will take place on January 4 and the counting will be done on January 8.All the activities of the election will be completed by January 13, 2016, said Okendro.
The Government spokesperson said that the cabinet meeting also thoroughly discussed the problems of arising out of congestions in Imphal city.
The meeting discussed framing of some rules and regulations and decided to shift the public godowns in Thangal bazaar and Paona bazaar to some other places in two months time.
It was decided to prevent the public from parking vehicles on road sides of the two main markets.
However, the new rules framed will allow parking of vehicles above the Naga river.
The meeting also resolved to shift the parking in Keishampat and operationalize the existing ISBT.
The cabinet also approved the list of holidays for 2016.Other decisions take during the meeting include setting up of one Community Health Centre (CHC) for every 80,000 population in the hill districts while one Primary Health Centre (PHC) for every 20,000 population and one PHSC for every 3,000 population.
For the valley area, one CHC will be set up for 1,20,000 population while one PHC for 30,000 and one PHSC for 5,000.According to the calculation, Government is planning to set up a total of nine CHCs, 14 PHCs and 155 PHSCs in the state, said minister Okendro.
