BK Pandey collects detailed report on State Plan, Schemes

NITI Aayog Advisor BK Pandey who was here on a two-day visit to review the implication of 14th Finance Commission for the State and comments on the Sub-Plan circulated by NITI Aayog on future road map left Imphal on Thursday after collecting a detailed report on plan and schemes.
Pandey arrived here on March 25.He was received by Director (Planning) and Liaison Officer at the Imphal International Airport.
He also visited Loktak Lake during the trip.
Pandey had called on Chief Minister O Ibobi Singh.
He attended a meeting with the Commissioner (Finance) at CM's Secretariat and discussed the State Budget 2015-16 and implication of 14th Finance Commission for the State.
Pandey later discussed the State Innovation and comments on the Sub-Plan circulated by NITI Aayog on future road map during a meeting with Commissioner (Planning) at CM Secretariat.
He visited Central Agriculture University, Iroisemba and met Vice Chancellor, CAU to discuss about Organic Farming in Northeast.
A change in the sharing pattern of existing Centrally Sponsored Schemes (CSS) imposes a predictable fiscal burden on the special category states and distorts the expenditure priorities.
The matter was discussed during the meeting between State officials and Pandey.
For Northeast States which have low fiscal space, sharing pattern should be maintained at the level of 90:10, the meeting suggested.
It was informed in the meeting that the Government of India has accepted the FFC recommendation for the increase of devolution from 32% to 42%, which resulted in total devolution increasing from approximately Rs 3.48 lakh crore to Rs.5.26 lakh crores.
However, Plan Budget in the CSS sector has reduced from Rs 2.52 lakh crore (FY 2014-15) to Rs 1.69 lakh crores (FY 2015-16), it further informed.
However, the reduction is about 10% if actual release of Rs 1.88 lakh crore (FY 2014-15) are taken account against Allocation of Rs 2.88 lakh crore (FY 2015-16) .
Fiscal Weak states get penalized for inability to provide matching contribution for accessing central funds and resulted in the reduction CSS Allocation.
As per compositional shift in the expenditure estimates of Union Budget 2015-16, 33 CSS have listed in which funding pattern is to be changed.
