Imphal, May 24 2016:
The ATSUM has demanded a fresh Manipur Civil Services Combined Competitive (prelims) examination on Tuesday.
The exam was conducted on May 15, 2016 by the Manipur Public Service Commission (MPSC).
The union in a statement said the MPSC has once again testified 'incompetency' in its administration.
Information and Publicity secretary of All Tribal Students' Union Manipur (ATSUM), Micah Kamei said it is quite disappointing that in almost every examination conducted by MPSC, there are irregularities/anomalies either errors in the question paper/answer keys and ambiguity in the instruction.
The hue and cry of the promising candidates who have formed a JAC against the misconduct of MCSSC (prelims) examination 2016 and an appeal by some opposition legislators for cancellation of the examination simply prove the irresponsibility and incompetency of MPSC officials, the union alleged.
"We are not oblivious of the scandal of MPSC (prelims) 2014 conducted on April 24, 2014 wherein 15 errors had been highlighted in the question paper/answer keys and declaration of results in phase wise," it said.
The union said it is so unfortunate that when MPSC is starting to gain people's faith for fair and smooth conduct of MPSC CSE 2013, the reputed commission has once again committed a blunder by giving ambiguous instruction in Sl No-9 of the booklet wherein instruction is given that "there will be no penalty for wrong answers," but underneath the line that follows, candidates are instructed in bold letters that "there will be penalty for wrong answers marked by a candidate in the objective type question papers" .
For inadvertent errors, correction can always be made but it seems that clarification was made only in few exam centres leaving behind as many as five examination centresStandard Robert Higher Secondary School, CC Hr Sec School, DM College of Arts, DM College of Science and Imphal College, ATSUM pointed out.
The union further demanded that in order to ensure equal opportunity to all the candidates, it is necessary to re-conduct fresh examination at the earliest and warned that if the commission fails to do the needful as necessitated, both the hill and valley based students' unions will not remain silent.
