PDCC rebuffs clarification of sub contractor, urges authorities to bring a definitive solution

Peace and Development Coordination Committee (PDCC) has conveyed that the clarification made by sub contractor of Ms L Singh & Co, L Thoiba stating that he did not withdrew any fund meant for repairing of Imphal Saikul road is false while alleging that the clarification was made to cover up his wrong doings.
Speaking to media persons at Manipur Press Club today, PDCC general secretary Thoudam Hemjit questioned how a document signed and sealed by the Executive Engineer of the Department concerned can be claimed as a fake.
He asserted that PDCC made the reports about the news based on official documents.
Since the sub contractor denied the allegations, it has raised suspicion on whether the Department or the EE concerned have misused the fund.
He further stated that if the information given by the department is false, the committee is willing to face any legal actions taken up by the Department concerned.
He alleged that the developmental progress is slow in Khundrakpam AC owing to such contractors and sub contractors.
Hemjit said the contractor and sub contractor concerned have hold on to the work order for more than two years causing innumerable grievances to the people while the local MLA has remained silent regarding the whole scenario, which has also raised suspicion about the role of MLA in the issue.
He questioned as to why the MLA has not taken up any action till date.
He further urged the Works Minister and the Department concerned to look into the matter and bring a definitive solution at the earliest.
On the other hand, Sub contractor Loushigam Thoiba who managed the repairing work of some portion of Imphal-Saikul road had yesterday clarified that the allegations made by Peace and Development Coordination Committee (PDCC) claiming that he withdrew the funds without repairing the road stretch is false.
Speaking to media persons yesterday, he clarified that he managed the black topping of a portion of the said road, from Yumnam Khunou Awang till Patlou Chingjin (about 1 km).
He said that fund for black topping of half of the said portion was withdrawn.
However, due to some circumstances, work on the remaining portion of the road could not be finished.
In order to complete the remaining portion, he had deposited all necessary materials at the hot mix plant in Sawombung but the locals raised complaints regarding polluting the air in the area.
Eventually, the materials were then transferred to the hot mix plant at HVS Construction Pvt Ltd but there again he allegedly faced similar complaints from the locals.
Later, the materials were again transferred to Potshangbam and the repairing work set was into motion again.
Without any disturbance, the road can be, finished within two to three days, he claimed.
He also clarified that allegations of PDCC stating that he had withdrawn the fund meant for repairing of a small bridge at Yumnam Patlou is also baseless.
The work on the said bridge is yet to start and the bridge will be expanded on both the sides, L Thoiba said.
Such disturbance in taking up developmental activities or works is quite unfortunate, the sub contractor added.
