Irregular teacher threatens Headmistress for non issuance of duty certificate

Amidst the all out efforts of the education minister Moirangthem Okendro for bringing about a dynamic change in the education sector, a government teacher posted at Keirao bitra Primary school is enjoying monthly salary without attending school for almost a year.
The irregular teacher identified as Khaba Irom hailing from Iroishemba, Imphal west was posted at the primary school on September 26, 2012 under Sarva Shikshya Aviyan (SSA).
According to the teachers' attendance register of the school, he failed to attend duty from November 2013 to December 2014.During this long period, he attended duty for only 12 days, said a reliable source which revealed that the teacher gets salary though he fails to work.
Sources further revealed that the said teacher used to attend school at the time of salary release.
With the state government recently giving nod for salary release of its employees ahead of the forthcoming Ningol Chakouba festival, the irregular teacher once turned up at the school and threatened the Headmistress of the school to issue him duty certificate so that he can get salary for the months he was absent.
He even threatened her that the latter would be liable for any untoward incident due to non issuance of duty certificate, informed the Headmistress and added that the threat has created a severe mental harassment to her and family members.
Earlier, the said irregular teacher had taken his salary for four months during which he failed to work.
Since the prolonged absence of the teacher has created problems in functioning of the school with limited staff, school management committee including the Headmistress had earlier lodged a complaint with the Zonal Education office for taking up disciplinary action against the errant teacher.
However, all efforts went in vain with the concerned authority failing to take action, informed the source.
With one Assistant Inspector of School (AI) identified as Mangi Singh favoring the irregular teacher rather than taking up disciplinary action against the irregular teacher, he has always been lackadaisical to the warnings of the Headmistress.
The AI has failed to exercise his power and function as entrusted by the rule of law.
Keirao locals, on hearing of the news about the threat to the headmistress, held a public meeting wherein many local club and Meira Paibi organizations took part at the premises of the Primary school with Keirao Gram Panchayat Pradhan Mutum Romeshchandra Singh as president.
The meeting resolved that the government be urged to ban salary release of the irregular teacher for all the months he was absent and to transfer the teacher from the school immediately.
The meet also urged the government to suspend the AI Mangi posted at the ZEO Zone II office for dereliction.
