Cabinet of the SPF government today discussed and approved to submission a proposal of Rs.4,021 crore annual plan for the next financial year 2011-12 to the Planning Commission of India.
The proposed plan size for the next financial showed a 54.65 percent increased against the the current fiscal year outlay approved by the PCI.
The PCI approved annual plan for state for 2010-11 at Rs 2,600 crore.
The cabinet approved the plan proposal for 2011-12 prepared by the state planning department after a thorough discussion at the cabinet meeting held today at 11 am under the chair of the Chief Minister, O Ibobi, in the Chief Minister's secretariat.
The sharp rise in the annual plan proposal of the state government is against the guidelines laid down by the PCI that asked the state government to prepare the plan proposals assumed at an increase of 10 percent over the Central assistance provided in 2010-11 .
SPF spokesperson, IFCD minister, N Biren who gave a briefing to the media persons after the cabinet meeting said that the sharp rise in the state plan proposal is to meet the increasing expenditure of the government since the adoption of the 6th revised pay of the central government employees to the state employees couple with the increasing number of employees.
There were increased in the number of employees in the state home, education and other department after recent appointments in these departments.
Not only the Manipur but other states, that adopted revised 6th pay bands, are also preparing their respective annual plan size with a hike of 30 to 70 percent, he revealed.
Besides this, there is the need for taking new developmental projects, he said asserting that cabinet also decided to convince the PCI and Centre regarding the sharp increase in the state plan proposal.
The cabinet also approved to another proposal of value added tax (VAT) from the existing 4% to 5% .
The hike in the VAT will help improves the government income, Biren observed.
Appointment of 191 staff on contract basis in the education department under Sarva Shiksha Abhiyan (SSA) has also been approved by the cabinet Biren said giving the breakup to the posts to be appointed as one engineer, 10 section officers, three office assistants, 22 accountants and 71 grade-IV posts.
Inclusion of a list of 306 employees from different departments into the Manipur Government employees lists, payment of premium for the land acquired by the government at Koirengei for construction of DIET centre and for the 34 acre of land for the construction of High Court complex at Mantripukhri have been approved by the cabinet, Biren added.
