Imphal, September 14 2011:
Ex Finance Minister and Former President, MPCC L Lalit has called for a CBI probe or an enquiry by a Judicial Commission with Chief Vigilance Officer of India to meet the ends of justice and transparency in the recruitment of Primary Teachers.
According to him, 5322 candidates out of 58,685 were declared to have passed and qualified the written test for the recruitment of 1800 Primary Teachers and the Directorate of Education (S) had collected Rs 21,47,800 as application fee from the aspiring candidates.
The written test for the recruitment was declared on April 16, 2007 and the viva voce was held after a gap of three years.
It may be mentioned that the publication of the so called recommended list of 1413 candidates in Hueiyen Lanpao daily under the signature of the then Director of Education (S) M Harekrishna after a gap of years shocked everyone in the state.
Again, the Education Department declared a list of 1566 Primary teachers excluding Hindi teachers who have been appointed on contract basis for 11 months.
Out of 712 candidates of General category as per the result declared by the government, there are 85 candidates of other categories being included and benefited under the General category.
The candidates in general category suffer and lose doubly while ST candidates are enjoying double benefits through miscalculation by some irresponsible bureaucrats, Lalit claimed.
Stating that the ST candidates are enjoying double privileges within the same state, the ex minister questioned the justification for the de-categorisation of reserved quota, when candidates who belong to general criteria are not appointed in the case of all appointments made for the five hill districts of the state.
"This long standing controversial practice should be monitored and stopped fortwith, or else, the fate of the future generations and job opportunities of the general category will be nibbed in the bud", he asserted.
Asking the reason for the Education Department for taking five years in the declaration of selected candidates, the former minister said that the matter proves and implies that the appointing authorities have taken five years in manipulating and tampering the marks by destroying the answer scripts of candidates.
"It is a reality beyond rhetoric and dubious knowledge of ground reality with evil intention, which amounts to a serious crime and sin", he alleged.
