1961 base year not acceptable: JCILPS

Joint Committee on Inner Line Permit System (JCILPS), Manipur co-convener Md Kheiruddin Shah Mongjeimayum has categorically stated that it will be a great loss for the state if the base year of the existing ILP system as fixed by the state cabinet to 1961 is implemented.
Addressing media persons in this regard at JCILPS Jiribam branch office here on Friday, Kheiruddin Shah said that the census started in the year 1951 and innumerable numbers of offspring of non-indigenous people who entered between 1951 and 1961 have settled in Manipur.
In view of this, JCILPS had already submitted memorandum to the government for fixing 1951 as the base year.
While lauding the efforts being made by chief minister N Biren for implementation of IIP system in the state, Kheiruddin Shah, nonetheless, stated that the government's arbitrary fixation of 1961 as the base year while sidelining collective decision of the people and JCILPS is unacceptable and JCILPS will fight against it in coordination with the people.
Every outsider entering the state is being issued temporary and regular ILP passes and the chief minister had already launched an App to identify and locate the outsiders but the department concerned is yet to taken up any addon to identify and track the outsiders.
As such whereabouts of outsiders who entered Manipur through Jiribam could not be known, he said, adding that JCILPS Jiribam branch is currently launching drives to locate outsiders as the department concerned remains inactive with regard to identification of outsiders and renewing of the ILP passes.
He warned that outsiders found with invalid or outdated ILP passes during the drive will be handed over to relevant authority and repeated offenders will be imposed heavy penalty.
The press conference was also attended by JCILPS Jiribam branch convener W Deemocha, co-conveners Y Romen and Th Lenish and students' wing convener Ch Achou.
