ATSUM, IGNTU-SU write to Governor for immediate intervention over current impasse of IGNTU-RCM

The All Tribal Students' Union Manipur and Indira Gandhi National Tribal University Students' Union-Regional Campus Manipur have sought the immediate intervention of Manipur Governor over the current impasse at IGNTU-RCM .
The student bodies submitted a joint memorandum to Governor Dr Najma A Heptulla on August 3, 2017 highlighting the issues that have been pursued and also currently raised by the Indira Gandhi National Tribal University Students' Union- Regional Campus Manipur (IGNTUSU-RCM) and All Tribal Students' Union, Manipur (ATSUM) .
The memorandum expressed concern over the delay in construction of hostels and staff quarters and added that this is negligence on the part of the university.
Several memoranda, representations and letters have been sent to the authority concerned but so far no concrete steps have been taken up to rectify this serious failure, it added .
It also said that the long pending appointment of permanent staff for the department of Sociology and department of Social Anthropology and department of Tribal Studies is another urgent issue that needs to be addressed to on a priority basis.
As per UGC Circular No..F10-1/2009 (PS), dated February 2010, all Guest Faculties are to be engaged against sanctioned posts.
However, since their inception in 2013, these two departments have been functioning without any permanent faculties but with 6 Guest Faculties who have gone through formal UGC specified norms for interviews four times already and doing all the works required of permanent faculties, said the memorandum and added that they have been demanding that the contracts of the six Guest Faculties be directly extended and their status elevated to full Contractual level until such time as Permanent posts are created .
Engagement of adequate non-teaching staff as per UGC norms and regularization of all Contractual non-teaching staffs of the Campus is another pertinent issue that has been raised again and again but to no avail.
So far, a huge majority of the non-teaching staff have been engaged purely on temporary basis with contracts valid for only 84 days and all getting paid below Rs 10,000 per month.
As such, it is pertinent to inquire whether these engagements follow UGC and Central Government norms .
It further said that due to failure of the University authorities, especially the Vice-Chancellor, to address these issues, the students have been agitating since July 10 and will continue until and unless the Vice-Chancellor come to the University to give concrete assurance followed by positive actions .
A request had been sent to the Vice-Chancellor in this regard but so far he has shown no sign of coming, it added.
