Four Bills passed in Assembly

Chief Minister O Ibobi on Tuesday tabled three papers in the Assembly.
These papers were Detailed Statement of Transfer of Resources from the Consolidated Fund of the State Panchayat Institutions and Urban Local Bodies and District Councils 2015-16; Medium Term Fiscal Policy Statement, Fiscal Policy Strategy Statement, Macro Economy Framework Statement and Disclosures under FRBM rules, 2005 as amended.
Economics and Statistics minister Francis Ngajokpa also laid a copy of Economic Survey, Manipur 2015-15 on the table of the House.
Four Bills were also unanimously passed in the assembly.
The Bills were the Manipur Ropeways Bills, 2015 and the Manipur University of Culture Bill, 2015 which were moved by Chief Minister O Ibobi.
The other Bills were Dhanamanjuri University Bill, 2015 and the Sangai International University Manipur Bill, 2014 (as reported by the Selected Committee on the Sangai National University, Manipur Bill, 2014).The two Bills were moved by Education Minister M Okendro.
Prior to passing the four Bills, MLAs Dr I Ibohalbi, L Ibomcha, Samuel Rimson, L Nandakumar and Kh Joykishan made their observation and suggestions.
Deputy Chief Minister Gaikhangam, who also holds Home portfolio, said State Government is taking every necessary action, adding there is no difference in the treatment of bomb blast victims among the hill and valley people.
In response to a calling attention motion moved by MLA Dr I Ibohalbi Singh on the blast that took place in Ukhrul district on February 5, Deputy Chief Minister Gaikhangam, who also holds Home portfolio, said State Government is taking every necessary action and pointed out there is no difference in the treatment of bomb blast victims among the hill and valley people.
The State Government will pay financial assistance to Ukhrul bomb blast victims, the minister said.
In another calling attention motion, MLA L Ibomcha and Karam Shyam drew the attention of the Home Minister on the reported increasing excesses committed by Assam Rifles on travellers along Imphal-Moreh road.
While clarifying on the matter the Home Minister said that the free movement of people, media and even of VIPs are sometimes disturbed by the Assam Rifles, he said instruction has been given to the authority to reduce the number of check posts along the highway.
He further said that this issue has been brought up with the Union Home Minister who had visited Manipur recently.
Apart from inconveniences caused to commuters, detaining of media persons and even vehicles of VIPs by Assam Rifles shows utter disrespect to the national flag posts on such vehicles,.
Gaikhangam said.
He informed that necessary official files are now under process to punish the responsible Assam Rifles officer.
