Public discussion on ILPS held

Apunba Langthabal Lep, Langthabal Mantrikhong, Langthabal Chingthak-Chingkha (Kabui) and Phuramakhong Nambul Mapal ILPS Demand Committee conducted a public discussion on the Manipur Regulation of Non-Local People Bill, 2016, at Thong Amanbi community hall, Langthabal today.
The public discussion was graced by Sorokhaibam Achou Singh, retired Under Secretary, Government of Manipur; Arambam Mukta Singh, retired Principal Maharaj Bodhachandra College; the committee's advisors Nongmeikapam Ganga Leima and Numitlei Kabui; social worker and vice-president of Manipur Cricket Association Ngangbam Ibohal Singh and the committee's convenor Laiphrakpam Meghachandra as chief guest, special guest, guests of honour and president respectively.
Advocate Aheibam Sarat Singh moderated the public discussion.
The public discussion resolved to demand 1951 as the base year for identification of indigenous people.
It agreed that the Directorate as proposed under Section 3 (3) of the draft Bill should be set up under Labour Department rather than Home Department, the time period given under section 4 (4) of the draft Bill be shortened to three days and necessitate extension after a year.
A non-local should register themselves at the nearby registration authority within three days of his arrival in the State, it resolved.
The discussion also resolved that property on lease to a non-local in possession of a pass should be limited to 5 years under Section 5 (1) of the draft Bill, the time period as mentioned in Section 5 (2) of the Bill should be shortened to a week, fine as mentioned under Section 7 should be set between 1 lakh to 10 lakhs, the term "Persons employed by a local authority" in Section 8 of the Bill should be removed, appropriate actions against officers and staff of the Directorate of Registration should be taken up in any case of fraud.
The discussion agreed that the State Government should publish any new rules that are formed in three local leading papers for at least three days and shortened the time period, as mentioned in Section 11 of the draft Bill, to one year, a statement informed.
