ILP talks end without major breakthrough

The Joint Committee on Inner Line Permit System (JCILPS) has said talks with the All Political Party ILP Committee held today ended without major breakthrough, thanks to differences between the two sides.
Representatives of JCILPS, which has been spearheading the Inner Line Permit movement in Manipur, and the All Political Party ILP Committee met at the office of the latter in Assembly Complex, Chingmeirong here.
However, the first meeting of the two committees failed to produce positive results due to differences.
"We hoped to find out ways to resolve the issue on implementation of ILP system in Manipur during the meeting chaired by Deputy Chief Minister Gaikhangam, but it ended without major breakthrough because of differences between the two sides," JCILPS convenor Ibotombi Khuman said at a press meet at the committee office.

The JCILPS side proposed the All Political Party ILP Committee to provide all the comments and suggestions relating to the feasibility on introduction of ILP system submitted by legal experts and academicians, but it was declined, said Ibotombi.
He said the All Political Party ILP Committee headed by Gaikhangam insisted that the above suggestions and comments only matter with the Government and instead demanded only comments on the issue from JCILPS.
Ibotombi pledged that until the suggestions and comments of legal experts and academicians of Manipur University are handed to JCILPS, no further talks will be accepted by the committee.
At the talks, the JCILPS side also asked whether the Government would implement ILP system or introduce a similar law, he said.
It also asked if the Passport System implemented in Manipur in the past could be discussed during the talks and expressed concerns over the increasing number of outsiders coming into the state, Ibotombi said.
He, however, thanked Deputy Chief Minister Gaikhangam for his assurance given at the meeting to set up a flying squad headed by a designated police officer to check illegal influx of migrants into the state.
Ibotombi vowed to continue democratic agitation to demand implementation of ILP system in Manipur.
