JCILPS sets Nov 18 deadline for ILP implementation, threatens severe stir

Imphal, November 07 2014 : The Joint Committee on Inner Line Permit System (JCILPS) which is spearheading the demand of implementation of ILP system in the State has warned of launching series of intense agitation if the system is not implemented before November 18 .

The decision was taken during a one-day public convention on Present Status of ILP Movement in Manipur convened at Manipur Dramatic Union (MDU) here today.

Certain resolutions were also unanimously adopted during the convention.

It resolved to condemn the non-committed attitude and delaying tactics of the government in implementing ILP system though resolutions on ILP regulation or relevant law were passed by legislators in the Assembly House.

Rounds of talk were held between the committee and government on ILP implementation but the former has been kept in dark about the progress made by the latter to implement the system.

The convention resolved that the all-political party committee constituted to look into the demand of enforcement of ILP system two months back has unable to bear questions raised from various sections regarding implementation of the system which is the long standing demand of the people.

The committee decided to start its intense stir from November 18 because it was on this day that the Permit System practiced by Manipur Durbar was abolished in 1950 .

Thirdly, the convention resolved to come up with intense stir if Additional SP (Traffic), Y Victoria who raided office of JCILPS beyond her jurisdiction and took into custody several of its members is not suspended within this month.

The last resolution is to serve an ultimatum to the government mentioning all the resolutions adopted unanimously during the convention.

Addressing the gathering as presidium member, Ibotombi Khuman, convener of JCILPS said that the demand made by the committee for implementation of ILP system in the State did not started all of a sudden as people have been launching different forms of agitation demanding the same for the last many years.

Reiterating that rounds of talk were held between the committee and government on ILP but the latter has been indulging in delaying tactics which is highly condemnable, he pointed out that the rampant illegal influx of outsiders is continuing amidst the ongoing movement launched against it.

Recently, based on reliable information about the entry of six non-locals in North AOC area, members of the committee rushed to the area and found that four amongst the six do not possess any sort of identification documents.

Later, all the four were made to return to their native places; the convener narrated.

Saying that it is high time for the government to take up effective measures to implement the ILP system in the State without any further delay considering the ever increasing illegal entry of outsiders which has posed a serious threat to the indigenous people, he exclaimed that a time would come soon when the indigenous people would be under the rule of outsiders.

Y Dilipkumar, former president of UCM who presided over the convention said that it would prove to be a wise step to submit a written statement to Prime Minister Narendra Modi during his scheduled visit to the State to seek his intervention regarding implementation of the system here in the State.

Today's gathering was also attended by Dr T Lunkim, chairman of Kuki Organization for Human Rights; ex-Minister RV Minthing; Prof Abdul Hakim Shah, Secretary of Minority Commission Manipur and Angam Kom, president of Komrem Students' Union Manipur as presidium members.
