Imphal, April 02 2012:
In the interest of development of higher education sector in the state, Democratic Students' Alliance of Manipur (DESAM) is all set to conduct an inspection drive in all the colleges to monitor the attendances and working of teachers and students.
Announcing this to media today, M Angamba Meetei, Vice President of DESAM, pointed out that in accordance to UGC norms, a teacher in a college has to work for at least 40 hours in a week.
Accordingly, a teacher has to work for at least 6 hours daily.
As for students, there is also a rule prescribed by Manipur University that a student should not be allowed to appear in the exam conducted by the colleges concerned if he/she does not have 75 percent attendance.
Angamba further pointed out that in some colleges, no attendance register are maintained and it is very hard to make out who should be allowed to appear in the exam or not.
As such, to find out and stop the colleges from practicing such unwanted activities, DESAM has decided to launch an inspection drive in all the colleges of the state soon.
He asserted that DESAM has decided to launch the drive as the Department of Education (U) and the Manipur University have failed to perform their duties.
Since 1986, no regular Director of the Department of Education (U) has been appointed and the Colleges have not been provided with regular Principals.
All the colleges are being looked after by Principals in-charge.
With no regular Principal, the students and teachers are left to do whatever they like.
He also charged the authorities of Manipur University with not supplying the required prescribed books to students pursuing graduation in the state.
The book for Environmental studies has not been made available by the University.
