AMPTA demands Govt to complete promotion process

All Manipur Primary Teachers Association (AMPTA) has urged the Government to look into the grievances of the primary teachers regarding their promotion to graduate teachers.
AMPTA in a release said, then Director Naorem Praveen on November 29, 2016 passed an order observing that according to the service rule those primary teachers who have worked for 5 years can be promoted to graduate teachers.
The teachers following the directive submitted their pro forma including their educational qualifications and a seniority list was published, AMPTA said.
The present Director Thokchom Kirankumar on July 23, 2020, published a final list of 1903 primary teachers who are eligible to be promoted to graduate teachers.
The list has been submitted for clearance to the Vigilance department, AMPTA said.
However, all of a sudden on August 6, 2020, a Cabinet meeting decided to recruit 923 graduate teachers, AMPTA said and continued that later on, it has also been directed that B.Ed degree as qualification is compulsory for the promotion of primary teacher to graduate teacher.
However, according to the Recruitment Rule of 1995 and 2016, a primary teacher who holds a Bachelor's degree after 5 years of service can be promoted to graduate teacher, AMPTA said.
Bringing in a new rule which is not in the State Service Rule, is making the teachers confused.
The Government should look into the grievances of the teachers.
Those teachers who have been waiting for more than 4 years for their promotion should be exempted from this new rule, AMPTA demanded.
AMPTA also demanded not to start the recruitment process before the completion of the promotion process.
