Imphal, November 29 2022:
With opening of the Pandora's Box on misappropriation of fund for different projects under Rural Development & Panchayati Raj (RD & PR), different scams under the department would soon be exposed one after another, asserted MPCC senior spokesperson Hareswar Goswami.
Rejecting RD & PR engineering department chief engineer Pantising Thaimei's claim that no fund for construction of PMGSY roads in Noney district were withdrawn without completion, Hareswar condemned Panti Thaimei's terming of MPCC president's claim of misappropriation of fund for construction of PMGSY roads in Noney district as baseless.
MPCC president K Meghachandra had recently inspected PMGSY roads in Noney district namely Noney to Charoi Chagotlong, Noney to Nungnang and Tupul-Chagomang roads and charged that PMGSY fund for construction of roads were withdrawn without completing works.
However, Panti Thaimei termed as baseless MPCC president's allegation and claimed that no PMGSY funds were withdrawn without completion of works apart from contending that construction of PMGSY roads in Noney is progressing smoothly.
Reacting to Thaimei's clarification regarding the PMGSY projects made during a press conference few days back, Hareswar told media persons at Congress Bhawan, here, on Tuesday that the funds for PMGSY road projects in Noney district were withdrawn during the peak of COVID 10 pandemic.
Though the government record shows that the funds for PMGSY projects were withdrawn during COVID-10 pandemic, no approach was made to the government for extension of the completion deadline, he pointed out and queried as to why factors like hilly terrain, monsoon rain and landslides which hamper road construction and delay execution of the road projects were not made known properly to authority concerned.
According to Hareswar Goswami, more scams would emerge soon with opening of the Pandora's Box on misappropriation of fund for different projects under Rural Development & Panchayati Raj (RD & PR).
He said that work for PMGSY package No 7214 said to have been allotted to a contractor named Nodiachand as disclosed by Panti Thaimei indeed is an unknown one.
This fresh package comes under 17.5 km long road said to have been already completed under Package No 7123 and Package No 7124 and the fund for the same too had already been withdrawn.
However, the authority concerned is trying to fool the people by bringing contractor Nodiachand into the picture, he said and maintained that fund for Package No 7123 and Package No 7124 had already been withdrawn by the earlier two contractors without completing the works.
Suggesting a joint inspection of the PMGSY road projects in Noney district preferably within December 10 to know the truth about the present condition of the roads, Hareswar Goswami said there is report of All Manipur Contractors' Forum taking percentage from road projects and such reports would emerge in public domain one after another with the opening of the Pandora's Box.
